I'm afraid that if the tour guide belongs to one of those corrupted, tourist-trap-scammy-scum companies, reporting won't do any good. Disney is probably fully aware of them, but there's so many from around the world that it's impossible to track them all. After all, how could you? Place a little sensor on every tour guide's little flag that they wave? A sensor for every tour guide would cost a lot. Also, many large operations care only that everyone pays the ticket price. Their responsibility is to their shareholders, not innocent tourists who are gipped of the full experience.
