There is something "wonderous" called HTML and CSS if you know how to use them 
But I can tell you it's heck of a lot of trouble- takes me at lesat 2 days to make a layout, 1 day graphics, 1 day html/css. 'Tis a paaaain. But there are sites which you can take layouts from, just credit them
