That's not really a fair statistic. I was left handed when I started school but my teachers wouldn't let me go to recess until I did my work right handed and they wouldn't grade it if I did it left handed. It's not even like I wrote any better with my right hand, if fact it was far messier than the left.
That happens a lot, although it's more common among older folks than today's students, at least in the US.
Perhaps it's better to say that 10% of the world is
naturally left-handed.
Side note: There's a town in West Virginia named Left Hand. About 450 people, and something like 400 of them are left-handed.
