Create a 1x2 transparent document. Press 'D' to set the colors to default. Now, with your pencil tool make a single black pixel on either the top or bottom.

Go to Edit >> Define Pattern and name your pattern. Exit the document, no need to save. Go to the image you want to add your scanlines to and go to Edit >> Fill.

Contents
----------
Use : Pattern
Custom Pattern : Choose your scanlines

Blending
----------
Mode : Normal
Opacity : Up to you

There you go!

Something Paladin forgot to mention- after you draw the little pixel dot, select the whole canvas using Ctrl+A, or you'll end up with either a completely black canvas or an unaffected canvas.

Also, you can work in different sizes. I personally make a 3x3 (or if you're working by Paladin's system, use 1x3) and draw a line then define the pattern.
