I keep hearing that the black pteri challenge is a random event, which is fair enough, but I also keep hearing that you can only get him on some areas of the site.
I really need the avatar so does anyone know where he does and doesn't show up?

He shows up everywhere. He first appeared in a SDB. I think that was what determined he was a RE. I got him while playing NQ2. Some get him on the Neoboards a lot.
I don't think he'll appear in "themed" areas, like Winter Valley and Tyrannian, but don't take my full word there.

It's just completely random.
A friend got it on Kreludor, and if it was limited to certain places, I doubt a pteri could get there.

He is available everywhere, you just have to be lucky enough to get him, I got him at Pet Central one day,

Make sure you don't mix up the terminology Black Petri = battledome challenger. Red Petri = Neopets is down.

I'd suggest playing games such as Cheat!, Pyramids, or Neoquest 1/2 if you want to increase your random events.
