Okay, here's how it is.
Me and my friend are both neo players, but he didn't earn his neopoints fairly. While I would play on games and restock, he got people from school to sign up and kept their passwords, then when they had lots of money he would take it all. He also had multiple accounts where he would transfer any received money onto his main. As a friend I felt that I shouldn't report him because I was the only one who knew and he knew it would be me.
When he was at my house, and I'm only speculating here, he must have found the piece of paper that I keep my password on while I was at the toilet or something. He took almost all of my neopoints. I know it was him because he told me later on MSN. I just don't think that neo will believe me as most reportings go unnoticed. What should I do?

Change your password and learn from your mistakes.
Did you ever talk to him about stealing?

I think you should report him, and there's a chance they will get to your form and check if he's been on your account transferring anything from it to his.

I know it was him because he told me later on MSN.
That's weird?
Why would he cheat you and then tell you that he did it?
Does he still have your np? Can you make him give it back?

I have changed my password, that was an obvious thing to do along with checking my e-mail. No, we never talked about stealing except when he told me when he had taken someone's neopoints. I actually think it may have been a good thing. I can feel a new resolution to show him that even if he takes my NP I can gain it back. He couldn't ever bother making his own money, and he hardly knew much about neopets anyway. He didn't check my SDB to see the 5 pieces of lab map there.

He doesn't sound like a very good friend if he goes behind your back like that and steals virtual money you no doubt worked hard for. You can report your account as being scammed and tell them the user who did it. Did he do it from his own house? Because if he did then they might be able to track him down by his IP accessing your account. I'd recommend sending a calm and informative e-mail to a staff member explaining the situation and see what they can do.
You should also really report him for breaking into other people's accounts - it's people like him that spoil the game for what it is for everyone else :/

I have fallen out with him over this because if he is gonna steal VIRTUAL money then who knows what he might do in real life. I think that I'll just tell everyone in school who's money he stole that it was him. I've sent in a report to Neo about it but I'll have to wait and see. I don't want the people from school's accounts to be frozen too though because they might not get the right one as his I.P was on all of them. Maybe I'll give them each about 20k which isn't as much as he stole but it might help.

People who are reported as scamming/cheating usually have their accounts frozen pretty quickly, actually. That's something that neopets knows they can do and look like they're really cracking down, even if they'll never actually eliminate scammers.
It's good that you filled out an abuse report, and changed your password. You should also block all neofriend requests, and remove your friend from your neofriend list if he's on it.

Some friend... I advise u get back at him in reality

. Nothing say 'hey, jackhole! Like a good punch in the nose

. But of course, brute force never solves anything right? So i say, you use your wit, and hire some guy to do it

Even if your friend doesn't get frozen this time around (which I doubt if TNT looks back to see what your friend has been up to) it can't hurt having reported him and at least it may put TNT onto some sort of alert in case his name comes up again. Remember, you don't need to inform the person that you reported that you reported them, I always choose to keep things quite. If you are/were worried about this because you felt that you might be betraying your friend don't worry about it too much, they betrayed you (and everyone else) first by running off with your neopoints and you are doing the right thing. Hope all goes well, good luck making all your neopoints back
