Usukicon bags?

Usukicon bags are restocked at random, right? That is, they aren't free like the Halloween goodie bags or Christmas presents? I ask because I went to Usukiland because of today's news and saw nothing about a bag. Could someone clarify this?

It is an item for sale in the shop for the one day only. Like the A Mysterious Valentines Card, but a lot less are stocked.

I never saw any, but I heard of them stocking in toy the other day.
