Question on Neopia Weather

Does it change on every new day? Or it change randomly? I need to refresh on a rainy maraqua to get the drenched bd opponent.

I'm not sure. Most likely they change it everyday.

Its the days weather, so it changes every 24 hours NST

I didnt have to refresh on that page, I just went to check the weather, and got them as a challenger.
