I have a question about getting Meuka as an opponent. Once I have the right disease, where do I go?

Here's another question... or a few questions.

How in the heck to you defeat this guy? I've tried SEVERAL times, chaning my weapons around, and I can't beat him! I've gone with the suggestions on the Battlepedia, but, ugh, I can't do it?

Anyone have a reccomendation on what level I should be and decent stats I should have? I think that's what it comes down to for me.
