so... does anyone know if these are restricted Petpets? (The lutra)

I've looked all over with the auction genie and shop wizard... and nothing is showing up in the shops either.

Any clue if they're buyable or obtainable in any way?

There are no restricted petpets, only restricted neopets. Lutras go for about 600K on the trading post.
