Best time to submit a NT Article?

So I've been getting the "Too many good submissions" response for quite a while now, despite me sending my article as soon as possible each week. I've tried submitting in just before the new issue in case that helped, but it didn't. So, when's the best time to submit an article to the NT?

(Please, be as specific as possible, give approx times etc)

I re-send right after I recieve the notices to be at the top for next week's issue. That is usually late friday night. My best results came from sending in entries over the weekend for the following friday.
