It's the name of a chapter in The Lord of The Rings as well, as I recall.

The chapter title is "Flotsam and Jetsam." Yes, it's about the return to Isengard in the third book.
Flotsam means stuff cast off of a boat that will float. Jetsam means stuff that was jettisoned and will, presumably, sink.

They are also Ursula's eel companions in The Little Mermaid cartoon. (I only know that from Kingdom Hearts.)
