The description says 'Yours free with any 1,000 Neopoint purchase.' Well, that's not true. I tried it. Then on Neoitems the notes say, "Received by visiting and refreshing at the Grooming Shop." Does that mean it's a random event at the Grooming Shop? The item seems to be pretty rare.

It's a r101. I read that you need to refresh at the Grooming Parlour, like you said, although I don't know if it's still being given out.
