I can't answer your first question, but according to the Neopets website, you can find plushies here. There's also a link on that page about redeeming codes.

I can't say it enough! I got the rare item code, neomailed TNT to redeem the code but I didn't get it! I tried myself by changing the page style, but I still didn't get it... Why doesn't it work? Why???

I'm still sending in forms regarding the 2008 Daily Dare MegaSuperb Prize... and haven't gotten a single personal reply. Hopefully you'll get one sooner.

Hmm. I've never redeemed a code, so I'm not sure how they work, but I'm assuming they come sealed and attached so that people can't just read them without buying. If your code was still sealed, then just tell them that you don't have the receipt, but you can scan/type the code (whichever you have the capabilities for) -- and also mention that when you purchased it, the code was sealed. If it wasn't sealed, then the person who sold it to you might have already redeemed the code, in which case you're out of luck.
I definitely wouldn't lie to TNT about where you got it, but there's no sense in volunteering extraneous information, either.

Well, when you redeem a code in a Pocket Neopet, you need to enter your username, and it generates a code for you, like Coco Roller, on the screen. That way, it is exclusive to you, and it only works for you. What do you think happened and what should I say? Also, for anyone who wants a code from the PN, please don't ask. Turmac Roll is incredibly hard and aggravating to play.

In that case, I'd just tell them honestly that you don't have a receipt because you bought it at a garage sale. Is there some sort of serial number on it? If so, you could offer to tell them that.
I've also tried a google search, and found this entry stating that the name on the Pocket Neopet needs to be the same as one of your pets' names; they said it worked when they put it in the "regular item code slot." I also found an old NT article about Pocket Neopets. When I went to the Grundo Warehouse, it no longer seemed to have separate spaces to enter plushie vs. Pocket Neopets codes, so I'm not sure whether TNT's stopped selling them or what.
Anyway, my suggestion is to just be honest about where you obtained it and see what they say. Unfortunately, they might just tell you tough luck. But I really hope not.

Well, I have a Meridell Pocket Neopet, which has a different look. You can see it here(http://images.neopets.com/shopping/manuals/meridell_deluxe_pn.pdf). I scoured the Pocket Neopet and found a 10-digit code, which I think is the serial number. Also, in order to view the Pocket Neopet code slot, in Firefox, you have to go to "View", "Page Style", then click on "No Style", but it might be similar on other browsers. Well, I'm going to give the 10-digit code to them. Hope this goes well... *crosses fingers*
Update: I got the email back and...
I'm sorry, but we cannot replace codes for items you have purchased second-hand. Emily T.
