and I try and try until neopet said that I got to wait for an hour before I can try again.

No, they wont. You might have to wait for longer periods, though.

I find it best to write my passwords down and put them somewhere--like in a book on the bookshelf where no one would look.

I lost my password to my main account. Retrieval didn't work. I had to mail TNT to get my account back. Took 2 weeks before i heard anything, but now I'm back on my main account

well i forgot mine to glares and liek i go to send the pass and it has all these arabic words and in the mail all it says is dear * thats all

Mocha, alot of people have been getting odd neomails, mainly for auctions, and they're in Chinese. I've gotten the refresh page in German. But this is the first I'm hearing of an actual email in a different language.
Maybe you should write to Support, copy and paste that email, let them know what language you have set, and ask them for your password?
