Guilds are just a group of like-minded people. If you enjoy certain aspects of Neopets, then you join a guild so you can interact more with people that have the same interests.
Benefits can be varied, but meeting new people and making friends, learning more about Neopets by others who are more experienced in an area than you are, usually in my guild, there is always someone to help out with FQ's, Plots (myself), sharing of avatar items, etc. As long as you have gotten to know the people and you can trust them (these are regular people, joining a guild does not make you safe from scammers), then you will have a great time.
No real responsibilites, but it depends on the guild. Maybe being an active member - posting at least a few times a week. Helping out with certain things (like auctions). But a guild has NO authority to make you do anything to become a member.

Who exactly is "Elite"? And how is that criteria judged? And why does it matter?
It sounds like some youngster trying to impress, by getting people to join that have older, or seeming rich acounts.
I checked out the guild homepage(but it has gone private now)and it was founded 07/08/2008 - it is only just been made. It seems to me the guild is on a 'hunting expedition' to find members.
There is no harm in joining a guild and checking it out. If you like it you can stay, but if you find it is not what you want, then you can leave.
Golden Rule - never give any items or nps to any guild member when you have only just joined. Find out if the people are trustworthy first.
