I don't think those step are extreme either. It's a sad fact but there are a lot of jelous people on neopets that get some weird kind of thrill out of getting 'rich' accounts frozen. Usually they get their equally jelous friends to mass-report the person they are targetting. 
It's sad, but true.
Even though I'm not rich I avoid the neoboards since it's practically suicide now, and I've blocked people sending me things and neofriend requests, especially after the duping incident. *shudders* Although one day I hope to enter some contests on the site or sent an article into the NT, if and when that happens I'll just clamp down on everything, so I can't even receive neomails. I really don't want any abuse.
That said, I do mention the names of my side accounts on my main, really just so TNT know they're mine since sometimes I transfer money of food over to care for my pets. I don't want them to think I'm scamming or anything. It's sad these days that you see people saying things on their lookups like "My whole family uses neopets, that why there are lots of accounts using this IP" It's a sad state of things when people basically have to put begging messages on their lookups asking not to be frozen.

All my acounts have the same message across the top saying I have the right number of accounts and 4 are only used for keeping pets etc, and that one other person in my flat plays neopets on occcasion etc.
I really wish when you signed up for an account you could set it as "secondary" where it was literally impossible for you to play games, sell things in a shop or make money in any way. They could receive things and stuff from trades so you could give your pets things but if it was made so that you couldn't make nps on them even if you tried I think it would solve a lot of freezing and scamming problems.

I think that list is extraordinarily paranoid. I chat on the boards daily, and I have never once been reported. I alternate between my FQD and MSPP avatar, and never once had a problem. My username and pets names have been posted on PPT in the past, I love my guild, I have a guide on PPT, 2 galleries on my main account, I feed kadoaties... It goes on and on.
If you just use your common sense while doing those things you'll be fine. It's not a bad thing to get a little attention or talk to your fellow players onsite.

Talk about the ULTIMATE Paranoid list.
Killing all fun on neoppets following that list. I happen to break all those rule and in a couple days will be my 5th year of neopets. Never frozen because I watch what I do, but I still don't go hermit on the site. I talk on the neoboards, I own a Buzz Gallery, I have a petpage this information.
Heck, I even use a fake avatar on my pet's look up. Never reported because it's obvious it's fake.
At times I use an expensive avatar. All people will do is ask how you got it. No harm there.
You can't get frozen in 2-player fights, even if you flake someone 5mil + petpet.
Rejecting neofirends request is common. Who wants people to request and never talk to you afterwards?
Neoboards aren't dangerous. If you watch what you do on there, you won't get frozen. If you become a reg on the neoboards,t hen that can pose a problem. In BDC, I see many regs get frozen there.
Guolds can't cause massive freezing.

I agree that I may seem paranoid, but I must point out the error in saying that it takes all of the fun away from the site. Fact is, I do almost everything on that list, and I still had a blast on Neopets. It only got boring once certain... "issues" started occurring that caused me to question certain people in high place's intelligence.
No, I don't interact with very many people on the site, but in all honesty, why would I when I have PPT? It's really not that boring at all.
And in case you're wondering why I might be slightly paranoid, I don't have many valuables on the site, but I do have a MSP Poogle, Draik, Gallions, and a Paint Brush gallery. Getting the MSP Poogle alone was enough to stop me from going to the neoboards as frequently back when I used to visit them.
But all that aside, you have to admit, if you follow all of those rules, you're sure not to get frozen.
