It's suspicious, and against the rules, yes. Although I think they'd freeze the account you got, not your original.
Personally? I'd ask for the PIN, then let the account sit for a while to make sure nothing messy is going on with it. If it's still as it was in a month or two, just clean it out for your own sake.

The thing with trading accounts is they aren't yours to trade. Neopets own all accounts, objects, pets, NP etc, and allow you to play with them, by their rules. This why you are not allowed to sell any Neo items, pets, NP etc for real money, why they can freeze an account if they want, and why you are not allowed to give accounts away. Plus, the risk with taking someone elses account, even with their permission, is that the IP address accessing that account will suddenly change, making it look like the account has been hacked. I'd steer clear if I were you.

I believe your issue would be similar to this question addressed in the
FAQ T&C:
Q. I like my new account much better than my old account and I have a friend who wants my old account. Can I give it to her?
A. Sorry but you are not allowed to give away, sell, trade, share or buy a Neopets account or pets for Neopoints, money, items, or anything else -- even to your very best friend in the whole world. To deactivate an unwanted account, go
here. You may place an unwanted pet into the The Neopian Pound, if you wish.

IP addresses change all the time.
Why do you think people have to pay their ISPs to host a domain off of their own computer?

People give away their accounts allt he time.

Personally, I have way too much to lose in the accounts on my IP address to ever even think about touching another person's account. Especially the account of some unknown person who advertised it. *smells a rat* Not worth the risk. I guess that's the real bottom line here. Is it worth risking your current account and any of those on your IP address (siblings, parents, roommates) to get some free stuff and/or painted pets?
