Unable to get the King Kelpbeard avatar

I bought a Maractite Throwing Net. Kept it in my regular Inventory. Visited http://www.neopets.com/tcg/checklist.phtml?edition=7 several times, along with other pages linked from there, and I even messed around with the checklist thing. The avatar is not in my list. Is it a random event when checking that page? Does the Maractite Throwing Net no longer count? Is it retired? Is that the wrong page? Any assistance is welcomed.
