I received different comments from many.Some said it's an offence,some said it's ok because it's only scripts.I'm still sitting on the fence.

I doubt it. They use javascript for items and disabling right clicking and launching games, among other things. I don't think they even can tell if you've disabled it.

I'm almost positive it is. I have heard of people getting frozen for it. Plus it is giving you an unfair advantage at restocking.

A website can tell if you are not using javascript but they can't of course know whether you have disabled it manually or whether you are using a browser that does not support javascript, or whether you have turned it off for security reasons.

I can't see them doing anything about people who are not using javascript as I fail to see where the advantage to doing so would lie. Also, many people have javascript turned off as default as it can be a security issue. Neopets would be very unwise to freeze everyone with javascript disabled, they'd use a huge percentage of their players! :)

Why not just restock in French? o.o I don't think they use the pop up thing.
