Well both of them have a habit of waving their wands at people then exterminating them...
Not sure, Voldemort has been fairly boring thusfar and I really never watched much Dr. Who.

Upon reflecting for a day or so, I think the Daleks would win. Not many of the Death Eater's curses and jinxes would have an effect on them, due to the fact that what you see is all battle armour. The Death Eaters wouln't have much for defence against their x-ray death beams either.

*is wondering how anyone expects the utter wimps -the death eaters- led by an over arrogant idjit could possibly be expected to Defeat the Deleks, who seem to have the uncanny ability to defy all possible laws of physics by coming back after be exterminated! in the time war*
