Well, Snape loses by quite the sizeable margin, but Lupin is a pretty popular character, so that proves nothing.
Anyway.
From HBP:
Lupin
vs.
Scrimgeour
Not only is it a big "no contest" on a character standpoint, but I also resent that JKR sank into bald-faced political allegory.

Lupin. Duh. ^^;; Scrimgeour could've been a much more interesting character I think, but...he wasn't.

I agree with Flame fully. Besides, JKR wrote about Scrimgeour in such a negative way, I realllyyy doubt that people actually like him.

Lupin is amazing. Truthfully his impression in HBP was kind of lacking, but I love him nonetheless.

Much as I dislike Lupin, I have to go with him again. Scrimgeour is one of the worst character's she's ever come up eith. Bloody Fudge-clone..

Lupin for sure, he's just more likeable then Scrimgeour , and plus I'm still mad at the dear newly enstated m.o.m treating Harry so badly

Lupin!
Scrimgeour just...disappointed me as a character. He just...was... he didn't seem like a person to me, just a random character.
