Something that makes a villain great is the fact that they are memorable, or hard to forget. Cruella De Vil is definitely memorable. I cannot say the same for Hopper.

Hopper just struck me as the generic "villain that is going to end up getting destroyed in the end". I didn't think he was that menacing anyway, and everyone had to see that coming in the end (well, those that watched it). Big and bad until THAT happens, eh. ;D

Hopper obviously just stole his ideas from the villain in Antz. Or maybe it was the other way around? All I remember about the films is them being distinctly similar.
