I have a 8 meg connection while my friend has a 2 meg connection, yet he has a faster download rate - which factors can affect download rates because mine is really bad

Slow d/l rates are caused by a faulty line in most cases, too much packet loss is going on. The phone line might be bad quality and if so your d/l rate will be completely rubbish for your speed.
I mean obviously it might just be the difference in what you are downloading but if it is happening for everything then it spells a bad line. It could also be the provider if they throttle bandwidth (unlikely for an 8meg rate) or the connection ratio (people assigned per switch in the network) could be too high. If other people on the same provider are having the same trouble then it could be that. It could also be the distance you are away from the exchange, for 8megs you need to be pretty close to get the full benefit.
If your connection is through your phone line then the phone company will be able to tell you if it is due to line quality or exchange distance. The provider should be able to tell you what is wrong in any case though, either way it is almost certainly a physical problem.
