I don't know if it still works, but I suspect he got frozen because of 1 of the following 2 comments on his site (and possibly something on his petpage, which I never viewed):

The first could be construed as trying to profit off Neopets' copyrighted material. It's also against the rules to charge (in NP or real money) for services related to Neopets, although saying "donations appreciated" and offering those services for free used to be perfectly acceptable. I think the second statement is akin to "donations appreciated," so I don't think they should freeze him for that. {By services, I'm thinking of when people would lab others' pets into painted ones when the pound was still working. You couldn't charge, but you could accept thank-you gifts.}
I really hope it's not for the program itself. We shouldn't get frozen for using it because all we did was go to Neopets sites, copy some info, and post it into a calculator. It's no different than using Excel (or other programs) for the Lenny Conundrum or a star mapper for the Altador plot -- it's just being smart in how you solve it, but it's not actually letting the computer play the game for you because you still need to click and complete it manually. I was planning on writing my own program to help solve the codes until ninboy's was available.
