Club Chat?

Referring to the chat right down at the bottom of the index page which I'm too scared to post in (it's unknown territory!), would someone be kind enough to explain what it is, what it's for and well, anything else you think might be useful? Thank you very much. ^__^

I think it was added before and then taken away.
Though when I asked Yukio, he acted as if he had nothing to do with it. "Club Chat? Who would name something so silly as Club Chat?"
