Create a usergroup? By yourself? Uh, no.
Only administrators (or maybe Global mods too xP) have the power to create usergroups ^^;

Usergroups are only created by administrators and are usually only made if the case is special enough for one. If there's one for every person, the specialness of them go bye bye.
