Hi! I wanted to include the story of Neoquest 1 in my petpage and I was just wondering if the In-Depth Neoquest's 'Storyline' is official Neopian and I wanted to include a story based upon that story there.

You are allowed to use the themes and background of that story in order to formulate your own story. The minute it becomes illegal is if you use any of their text and copying it straight off

It's hardly official -- I wrote that page a while ago, hence the odd titles and weird clause constructions.
You're welcome to base a story upon that page.
