In the rules it said you are not allowed to do multiple requests at a time, does this count for open requests too? Example: one at theopen request board and one at someone elses board?

I'm not a moderator, but I can tell you the answer- yes, that would count as double requesting. Same with one anywhere in the request board and a set contest. ;)
