Why would the president shoot people? I don't think Bush is allowed to shoot people, haha Are you trying to throw us off the trail? Do you know something Kugetsu? 
Anyway, the President is similar in real life to a governor, so maybe the President/Vice-President was a suped-up version of the governor, and we've already seen that by there being an heir to the role. As Governor I could choose who was executed if no majority was reached, and included in that choice was that there would be no execution. If there was a majority on someone, I could stop it once.
So, if the VP was on the same bad guy team as Flatluigi, he hasn't been protected in execution yet, so there will probably be one more execution before he can really be killed because I don't think I've seen an execution with FlatLuigi getting a majority, and then Scott saying the person had decided FlatLuigi's execution would be stayed, just that the execution in general wasn't going to happen.

No, I found out what I thought I meant. When Ammer died and Caesara killed White_Wolf she mentioned something about "I will avenge my sibling!" but the avenging wasn't automatically triggered and Caesara got to choose who she killed, which was the wrong person. That's all.
As for me knowing something you don't... well doesn't everyone know something that another person doesn't? Oh wait... the game... no I don't. I didn't exactly accomplish a great deal, so I basically know nothing. >_>

Hehe, I think the baddie percentage is still about 50%. I'll be happy enough if the baddies win, let alone the Mafia.

THE CULT SUCKED >.< We only got to convert two people, and we risked death to get it. And we still only get to kill as much as the other teams. And they have the Criminal/Moongazer to add one more team member to their numbers, and possibly conversions since it's now a factor in these WW games. How come we got 3 people max? Also, not being able to keep roles? That's even worse, haha
