Go to the Illustrious Armoury (Shop #94) and have on hand the same no. of neopoints as the inflation rate there x 100.

Mine was the coin purse in the Armoury.
The scales was easy to find. I don't know if it is the same for everybody, but there are only a few colored stars in my sky and the scales was on one of them.

well I've got the proper amount of np on hand... but the purse isn't showing up.

Ok, I tried it at the armoury, nothing, so I tried same method at other shops, At the magic shop it worked and I got Altadorian scales. I think here it splits and each plot release opens a new store for this, and each person's opens in a different order.
So in otherwords, do the same thing at other shops if Illustrious Armoury does not work.

for those who aren't getting it, it seems to be random for which shop it's in, so try the inflations for each. make sure to refreash on the actual shop page, and then look where all of the items are being sold. i was expecting it to come up like a random event but it was mixed in with all of the other items for sale

I had the chocolate cookie in Ambrosia - It was the third shop I tried.
And just a reminder for those who had to try a few times - if you hit the maximum number of withdrawals you can deposit at the bank and withdraw from your shop till.
