Flighttime made it so shops are double and triple-stocking for the next short while as a sort of apology. But normally, I don't know. He claims everything is completely random.

The schism between autobuyers and the "professional" restockers was very thin and this change will alter both's ability to function. Autobuyers are built around refreshing inbetween a few second period every minute to protect themselves from RS bans or even permanant bans, while the "professionals" were doing the same thing except they went through the struggles of haggling and clicking those funny pictures.
This will not amazingly catch ANY autobuyers unless they make the mistake of trying to refresh every few seconds in search of items -- they will prevent anyone from knowing what the hell will be in the shops at any moment. Everyone is on the chopping block now.

I do believe the shops are, in fact, restocking approximately at the same "second mark" they used to. The difference I believe is that there is no consistency as to which shops will restock during which minute.
I restock at the same few shops and am aware at what second they should restock (there is always some flexibility here). I refresh each of these shops within a 5 second window and I've been doing much better. Much less haphazard.
I'm still refreshing much more than I normally would and I think I'm refreshing enough that I under normal circumstances, I would probably be banned by now. Perhaps they are being a little generous until we get used to it or perhaps they are loosening the restictions on how often we can refresh?
Like most changes TNT makes (except the World Challenges LOL), its tough to get used to at first, but the more you play, the easier it gets.

*sigh* I suppose it's back to playing games for me. It was such fun being able to make 100k a day. I should have known it wouldn't last long once I ditched dial up. Couldn't have waited until after I bought a grey paint brush could it? I don't see how this is going to be any easier for anyone who consistently restocks for profit, which I gather is the entire point.

It's kind of annoying as it is to find something and get it. I've managed to only get a few things in the shops, and I rarely ever visit them as it is. Now with this random restock, it'll either make it much easier or much harder to actually get things.

I think this'll make it easier for people who are willing to put in the time to restock. Before, you could get on once every 7-8 minutes for about a minute-long block and get stuff. A lot of people will stop now that that won't work anymore. The people who continue might be able to snag items a little more easily now.

And then there's the times where nothing restocks for 3 hours. I dunno. With the old system you could at least do other things like Dice-A-Roo or Pyramids in between waiting to refresh. Now you can only sit there and restock, and pray you aren't easily distracted like me and get startled into clicking the wrong items when the shops do restock. I usually put in about 3-4 hours for my 100k, depending on whether not I manage accidentally get something worth 100k+ from the Igloo Garage Sale.

Perhpas I'm missing something: I can see how this makes it harder for actual people sitting at a computer to restock, but I don't see how this is supposed to stop autobuyers.

Since I'm not a restocker, I'm not really for or against this too much. I can see how it is supposed to help, but I can also see how it will hurt a lot of RSers who had a system.

Question. How will this effect the price of items? Will the prices of rarer items go up or down?

I think it'll stay relatively the same. The items are still being bought. =\
Although I must say, I'm a bit annoyed. I used to do an awsome combo of Neoquest and Restocking. Or what they should at least do is put two minutes garenteed no restock between restocks, so we can at least have two minutes out of every restock to do something. =\

I prefer it to the old system because if i keep my attention there and refresh every 30 seconds or so, i can most likely get something. It's been working out good for me so far for the hour i've put in. Managed to get a new year's cake.
Just wanted to add that if it had been the old system, i would have been sitting and waiting for an hour and at the last minute be beaten by professional restockers who leave behind crumbs.

Honestly people, some of you idiots should stop the smurf. You all say inflation sucks, but when Neopets does something to change it, you all whine! Why? Because it doesn't solve inflation the way YOU want it to. Well you know what? Life's a smurf. I personally like the new way, it stops autobuyers. Personally, I laugh at all the people this screwed up...
