Not sure if this was covered, but at least to me, it appears to be a "daily" thing rather than time... I collcted my prize (a water mote & the avatar) at 11:40pm NST and just got today a few minutes ago (2:18 NST... an a metallic mote, btw). To me, this is awesome because I'm just nver online at the same times every day. That's something I hate about Brightvale's wheel... can't it just be a daily?
Anyway, I'm pleased with the way things turned out... but I definatly don't see why it took them this long to release prizes if it turns out that the first was going to be the same, and the following ones were random. They didn't have to tabulate points or anything.

If I am not mistaken, the Brightvale wheel was recently changed so that its now a daily.

I wonder if this is a "daily" based on the number of days ago you completed the plot. For example, if you finished it two months ago, you'd be able to go to Altador and get a random prize every day for the next two months.
Someone can probably debunk that theory, though.

i can tell you if that theory is true tomorrow - i finished it the day before the prizes were released (i got stuck on the water and gave up, and then decided to try again the other day)
Although if that is the case, its a bit unfair as i was finishing the bits of the plot really quick after they were released right up until the water plant
