I've tried this quite a lot and it doesn't seem to make any difference at all. I think people just remember the times that they got dubloons at :55, and forget about the times that it didn't work--it's confirmation bias. However, if anyone wants to do a study, I would be thrilled to be proven wrong.

About the frequency, I find that during the day it is roughly 12 hours, I never timed it exactly, maybe it is 13, but I am pretty sure I have gone in just over 12 hours and gotten a prize. But I find that no matter how late I go, I'd say as late as midnight, the next morning I can get a prize even if it isn't 12 hours yet.
