I only ever cry at a song if I'm in a depressed state. In which case there are tons of songs that will make me cry. I actually have a seperate playlist for songs to play when I'm sad so that I'll make myself sadder and wallow and cry a lot. The ones that tend to trigger tears the most:

I Won't See You Tonight(Part One)-Avenged Sevenfold
Through Glass-Stone Sour
Bringin' on the Heartbreak-Mariah Carey
Ex's and Oh's-Atreyu
My Fork in the Road(Your Knife in my Back)-Atreyu
I Hate Everything About You-Three Days Grace
Over-Lindsay Lohan
Last Resort-Papa Roach
Crawling-Linkin Park
Come Back Down-Lifehouse
Gunnin'-Hedley
Explode-Nelly Furtado

And then there's these three, who will put me in a depressed mood and set me off crying in about five seconds:

Dear Diary-Pink
Lonely Girl-Pink
Numb-Pink

Also, sometimes "Maneater" by Nelly Furtado makes me want to cry. Huh.

Holdin' Out for a Hero, I Remember (from Phantom), The Rohirrim Lament, that piano piece with the pigeons in freeze-frame, The Last Illusion, Aeris's Theme, The Godfather Part II (nothing to do with the movie), Window to the Past, the FF6 Finale, David Gaines' Second Symphony, and, when I'm really down, Beethoven's Morse.

Only about 64% of those are fandom-related.

Ill Cover You Reprise- Rent... It gets me everytime.
Congratulations- Blue October. I dont know why. Its a wonderful song, yet sometimes it gets me in ways I dont understand.

And:

The Dumbing Down of Love- Frou Frou. This song is so beautiful. I know I really relate, and most people can too. It sucks that most people are too focused on "Let Go" to really appricate it. (Its a great song, but I feel this is so much better.)

Usually songs only make me cry if I'm already in a depressed mood, but one that sets me off pretty often (but I love it anyway) is "(I Can't Seem To) Make You Mine" by the Clientele.

Recently its been Hinder - Lips of An Angel and Nickelback - Savin' Me. The Hinder song makes me angry as well as sad. And no what where I am, if I hear the Nickelback song I start crying.

All of those have made me cry at SPECIFIC POINTS in my life. I can listen to them now and not cry, or anything. You may feel sad but I really have to have a situation relating to them to actually cry.

Skin by Rascal Flatts had me crying when I heard it for the first time.

I Wanna Go To A Place by Rie Fu always made me feel sad as well.

I don't have specific ones that I get teary from, but it'll depend on my mood and what kind of song it is. Sometimes a song will have me in a great mood, other times I'll be wanting to bawl my eyes out.

Prayer of the Children- it's this really pretty song that was written for the Bosnian children that had to leave their home during the war.
One Tin Soldier is also really sad

(they don't actually make me cry, since I hardly ever cry except when I don't want to and/or it's really inconvenient/embarassing, but they make me sad)

A Better Place, A Better Time by Streetlight Manifesto. It just tears me up inside when I see people unable to get help for depression.
Til There Was You, from The Music Man. I don't actually cry, but I feel like my heart just swells up and hurts. It's a love song, but it's also a farewell.
