Probably not...those things cost a ton of money. Perhaps the chances of the random event involving the transmog go up on that day, though.

You can get Draiks by hatching Draik Eggs, Krawks by feeding fungus to Krawks, and Grundos by visiting the Space Station. All others can be created when they're released.
You can always use a Morphing Potion, Transmogrification Potion, or Magical Plushies/Toys. There's at least one of the above for every species.

Actually I don't believe there is any potion that can turn your pet into a Lutari. I'm pretty dang sure you can only get them through the lab and through neopets mobile.

Last year, all pets became mutant for the day. Not sure if the same will happen this year though.
