That would be a problem with the device forgetting the screen settings. If you're using a palm, sync it, then pull out the batteries for a couple of minutes. The device should reset completely, and offer you to redigitize your screen ("click in one corner, the opposite corner, and now in the center"). If you can get into Preferences->Digitizer, you don't have to reset your device.
Another way of going about it would be the Welcome icon, they have a stylus test there too.

When I open a new window, I have to press esc/ stop button then refresh it and it loads..If I don't it never even starts loading.....I'm using IE
