At least the welsh don't make a habit of that. However, this particular culture has made it a way of life.

Its a very unique perspective of the world that every time you are caused pain, somebody is indebted to you.

a man in england a few years ago broke into someones house, tripped on a wire fence, sued and was awarded a massive settlement.
thank the dark lords for the "necisary force" ruling thats come into effect :evil:
