I think if TNT made that, it should be a limited thing, like say you buy the shears and shear your pet.. you use it once, it's gone and the pet is sheared for like a week, instead of for the rest of forever. Imagine how expensive those shears would be if it was used like a PB. Ooh! Maybe you could sell their wool and then it'll grow back and you can keep shearing them. Profitable
