Here's what I did:
1. Went to the Advent Calendar every day
2. Donated junk items to the Money Tree
3. Made sure my pet was cheerful/full up
4. Had a snowball in my inventory
Here's what I didn't have or do:
1. No holiday-themed pets or petpets
2. No holiday avatar
3. No winter games
I had 7,000 NP on hand and about 10 items in my inventory. All AC items were in my SDB.
I'm wondering if those who didn't get the sidebar, but filled all sorts of winter "requirements," are victims of yet another glitch?

I didn't have any Snowballs/Snowflakes in my inventory
I own 1 Ice pet, with a Snicklebeast
The only other place I visted on Terror Mountain was the Snowager
I didn't buy anything from Terror Mountain shop
Only donated a few junk items
I had around 34K on hand

I had all the Advent Calendar items from the 23rd until the 30th in my inventory, along with a cheops plant and a couple of items up for trade.
I had 7,729 NP on hand.
I have a red Cybunny and a skunk Lupe.
My Cybunny was my active pet.
Both are 'dying'.
One is 'extremely happy', and the other is 'delighted'.
My Lupe has a Halloween Angelpuss, and my Cybunny has a Yooyu.
I have gone to the Advent Calendar every day this month.
I watched a few animations all the way through, but not all.
I have not used any of the items from the Advent Calendar.
I have not donated any items.
I have a Christmas-themed item in my NeoHome (holly stained glass window).
All I did on Neopets this morning was go to the front page, click on the Advent Calendar picture, and collect my prize.
I collected every advent gift. I probably let each animation play all the way. I didn't play, eat, read, or anything else to the gifts; put them in my gallery.
The only chrismasy thing I've done today is buy a candy cane from the choco chop and put it in my shop.
My inventory was 3 WC picture pieces, nothing else.
There is no way I watched all of the animations (in fact I blatantly try to avoid watching them at all).
I collected every day, but I did last year, too and didn't get the side bar (though I almost didn't as we didn't have internet 95% of Christmas day, evil cable company).
I have all the advent items in SDB, I didn't buy or sell any at all.
I did have a bunch of items with snow in the name in my inventory in case it was related to have something snow related.
I didn't have much in my shop, well I do but not priced, and didn't have that much money on hand, though I do have quite a bit in the bank.
None of my pets or petpets are winter/snow related.
I went to the AC everyday
No items in inventory except the two that were awarded at the same time as the bar
Under 1k on hand
All my pets are dying - and my active has no HP
I have a christmas petpet equiped to a christmas pet, however they were not active. I also have another christmas pet.
My active pet is unpainted
I have all of my items from the AC in my SDB
Having a "snow" item in inventory is certainly not a requirement, I didn't have anything like that and got it.
I'm honestly not sure we're much closer than we were before. The closest thing there seems to be to a common denominator is collecting all prizes, but even then there are some people who collected everything who didn't get it and at least a few people who DIDN'T collect everything who did.
Right now I think all we can say for sure is that it doesn't seem to have anything to do with all the stuff that was being tossed around earlier: having snow items or all advent items in inventory, snow or christmas related avatars/pets/petpets/shopkeepers, sending Christmas greetings, playing winter games or doing Snow Faerie quests, or messing around with snowballs in any way.
I got it. No idea why. Everything I did (Snow/advent items in inventory, all pets full and happy) has been discounted. I had 8NP on hand at the time. Maybe that's related?
I didn't get it. I missed only 1 day of collecting, but other people who collected prizes every day didn't get it, so I'd exclude that. My pets were all bloated, the active one was delighted too. My brother and stister both got the sidebar (frown, frown) and I wonder how, since he scarcely does anything at all on Neopets. My best guess is that it could be putting an item from the AC in your neohome, has anyone tried that?
Now 1 more year to wait... *grumble*

Looks like it doesn't matter what you have in your inventory, SDB, or neohome then. I had the snowy window in my inventory, but my two sibs put theirs into their nehomes. And I bet there are people who got the sidebar who don't have neohomes.
It's not shopping either. None of us bought anything from anyone's shop today. Our shops were empty, as were our tills.
It can't be related to having special pets or petpets (and definitely isn't petpetpets). We three didn't have any snow or christmas pets, and no snow or christmas petpets attached. Two of us have labbed pets, one still has the original pets and petpets from, like, 3 years ago. None of us has a labbed petpet.
It's not equipped items, either. None of my pets was equipped with a snowball but one of them carries a frost cannon. My under-13 sibling just showed me none of their pets was equipped with snowballs or frost cannons, though.
This also probably doesn't matter: We all had a christmas kookith in our inventories (from last year's AC?), but it seems other people who got the sidebar didn't have anything in theirs.
I didn't keep meticulous track of how many NP we were carrying as we each hit the Advent Calendar today, but I think 2 of us had more than 2100 NP and one of us had less than 1000. So having <1000 NP isn't the requirement.
We all went through our daily routines (Jelly, Omelette, Tombola, etc.) before hitting the AC, did that matter to anyone?
I'm quite sure I hit the AC every day, even while we were away on vacation and traveling we made sure to get it done.
All I did was collect the Calendar every day. And I got it. I didn't do anything WITH the items: just put them in my SDB. And I didn't have ANYTHING sowy in my inventory, or any snow/ice pet: though I did have a snow Kookith.
