I live near Antwerp, but I could get to Brussels (it has been a while). I guess Antwerp has less (known) 'landmarks'.

I think this rule is fine, I just think that the people should send it to other people within their own country/state, then send it off to a different place because that would be weird if the PPT went from Australia to New York back to Australia then the UK.
