Cruella De Vil because she wanted to make coats out of poor innocent litle puppies and also because her schemes (101 Dalmatians cartoon included) are more evil than crazy as far as my honest opinion goes.

Eh, once again, going to have to vote for the better villain. Dr. Evil, was definitely not what I would call a villain. He played one big part (actually being the main villain in the story, one reason why I'm glad Buffalo Bill lost, you have to be more than just some guy that tortures, skins, and wears people. You need to be much more developed then "that killer guy"), but not the other (actually being villain-like, as he never really does anything that evil). Waaay too much of a comic relief... well... along with every other character in the movies, pretty much.
