Not to me it isn't. That isn't bullying at all. If a child knows full well what he's doing is wrong (in this case eating with no manners and being really disgusting around other students) then the teacher can say that he is being disgusting. If she started to calling him offensive names and the like and was being really mean and humiliating in front of everyone, then yes.

It is not the teacher's place to insult the student as a form of discipline. In fact, the only way a teacher should discipline a student is either, 1) detention, 2) a strict conversation where the teacher politely lays out what is wrong, why it is wrong, what should be done about it, and how.
