If it goes to the second round, then 33% is dead too . . . but with both the 1 out of 2 shooter and the 1 out of 3 shooter picking their biggest threat, it's a better-than-even chance that it won't go to a second round because 100% is dead too..
The only one who doesn't have any chance at all is 50%. (Unless someone switches the signs.)

But that's based on the assumption that each cyborg picks the largest threat to target, which was not specifically stated in the question.
