I'm not sure if that specific avatar information is correct but apparently some of the information for some of the avatars is incorrect. It should be pointed out that the avatar is awarded at the same time as the trophies and neopoints everyday so if that event has yet to take place you'll have to wait. I'm not positive, but I think the Cellblock Av is random when you play the game. I got it after playing for the 3rd or 4th time after it first came out. I was on tournament 11 when I got it.

Ive heard that u can get it from torumant 8 and on. I cant rember what torumant i was on when i got it
