I guess my wording was okay, because I got the item and NP. I was worried I wouldn't hit on the keywords, which must have included "weather page" or "rain" at least.

I thought it looked metallic. I don't think its anything to do with the shop keepers or anything in Kreludor or the Space Station though, I couldn't find anything.
