Pretty crappy studies. It depends on the person, for example, I can usually memorize something in one or two 'studies', or even in no studies by merely paying attention in class, while it takes someone else I know 5-7 times. Either way, much less than 28. O_o

The whole plan sounds exceedingly flawed. Low morale isn't the problem for most who score low on tests, it's the fact that they take all of the shortcuts possible and really don't care about school. The only things that make sense about it are the lack of extra credit (because those who get low grades don't deserve an easy way out), and the lower emphasis on homework (since it's not used as much in high school and college, and it allows for more study time).

In short, I hope you're kidding.

Wait, so if you don't feel like studying, you can just fail the test and get an A on it later? Awesome!

Ok, not really, I think this idea is stupid. I don't think it will help anyone, I mean, many people don't really care about school and hate studying, the tests force many of them to study and to memorize all the stuff, whats the point of it if you can just retake it later? Oh, and I think the partner thing will not work, most people will probably just use as an excuse to talk during class.

Whoa weird.

I think, that chances are, kids will take advantage of that, and I don't mean they'll learn by it. They'll use the partner thing to talk (like... normal talk... like... about... stuff they talk about? o__O), especially if the partners are friends.

I don't get a word of what I just said, so meh. :P

Ugh, my best friend lives in Florida. (Around the Tampa area.) I'll have to ask her if she's heard of this nonsense yet. :(
That's just absolutely uncalled for. There isn't a Not Yet grade in life. If you are working for a big company and you don't do something right, you won't keep getting dozens upon dozens "Not Yet" to try it again.
Bah. Good thing I only have 2 more years of school. By the time this hits NJ, I'll be gone. (If it ever does, which I really don't think it will. *crosses fingers*)

Slight clarification.

It will not be affecting the whole state of Florida, only Pinellas County.

It will be each's county's decision to institute this. :P

HOWEVER...

I found out they are doing this all over the United States, not just in Florida.

._. Infecting counties one by one.

I really don't think that the education board people would do anything that utterly stupid. That's just... completely lame. "Let's make under-achievers feel better about themselves!" Y'know, there's a way to do that already. It's called giving them the help they need instead of taking money away from education.
