There is a 6 way tie between Adam Loves Hilary Duff, Dawn2, Goldfish Lover, Jasminech, lauren, and timkhj. To break that impressive tie I'm going to rate all six, and choose two to oust to make it an even four people. (Izzi and Jellyfish 72, as you have both received three votes, you are out. Sorry!)
Adam Loves Hilary Duff: I do like the blue scale. I think the shade you chose works well. However, I'm not seeing much done to the original image. The top right corner needs to be brick, because it looks awkward. I like your main font choose. The text box is soft, but sort of boring. I'm also not so sure how well text would really work in it.
Dawn2: It looks like you took a brush and ran it across the background. It might've taken a lot of work, but it doesn't look like it would have. I don't like your font choice. I think it maybe needs to be thicker. The subtext just looks sorta of silly being so small. A tip: Just because it's subtext, doesn't mean it needs to be a pixel font. Overall, this is very plain, and very empty, and yet still sort of pretty with all the blue hues.
Goldfish Lover: I see a filter adding some design to the image....I don't like your font choice. It doesn't stand out and the letters are too creammed looking. The smaller font is too small. The text box is awkwardly placed with how it's half over the snowbunny. I do like your border though.
jasminech: Okay, very dull looking. You might've wanted to use your own and your friends art, but with the color you have them they aren't very appealing. The purpllish pink is very dull. I don't like the purple text, as it doesn't really go with everything else.
Lauren: Gorgeous image choice. You probably should've made the blog larger to pull more in of the girl. I love the main font choice. The background could probably use a bit more glow/stars/something. The text in the text box is sorta cool, but hardly readable. And if used as a text box, well, you wouldn't really see it anyway.
timkhj: 'Race On...' isn't very smooth, especially at the R and the underline. Since the text box corners around rounded, and so is the text, and so are the wheels on the car, then it would have been better if you also rounded the blog's edges. Overall, this is somewhat dull looking though. Kudos though, as it's definitely functional.
I'm going to choose goldfish lover and jasminech.
And a big fat warning to the four I didn't choose.
