To become a moderator, an admin has to choose you. You can have better chances of being a moderator by following rules, such as not spamming, double posting, etc. You also have better chances by being at PPT for a long and helping out new members. And you can always apply for moderator posistions when mod applications are open- you will know when the board at the bottom of the forum's page says that they're open.

I'd follow what Yoshi said, keep you eye on this board http://www.pinkpt.com/forum/viewforum.php?f=25 and when there is a need for moderators it will state it on there. There is usually a post by an admin with details on what we are looking for and how to apply for it. That board can also be found at the bottom of the forum, it should be the last board.
