Location: Watching little birds fly kamikaze missions into the walls.
To access the Petpet Laboratory, you first have to have access to the Secret Laboratory. You must complete the Secret Lab Map first, which costs around 250K. Then, to use the Petpet Lab, you must complete the map, which costs around 14K.

It seems like a lot of money, but with some smart saving I'm sure you can do it.
After all, every single Neopian started out new and poor.
Figure out what games you're good at, read some guides, and open a shop. That's the best way to start earning neopoints.

I managed to afford the Lab Map in about a month and a half using the tips in these guides, and I wasn't putting in as much effort as I could have done. Making NPs can be hard work, but it is great when you can finally afford something you've been saving for. Good luck! :)
